Man arrested on sex offender charge

Members of a U.S. Marshal’s Service task force arrested a Hartsville man Wednesday on a three-year-old warrant charging him with failure to register as a sex offender.

Frank Costa Rogers, 45, of 1413 Clyde Road originally was charged in 2005 with third-degree criminal sexual conduct.

“I don’t know why he didn’t register or the problem behind that, but that’s what got the warrant signed,” Darlington County Sheriff’s Office Capt. Andy Locklair said.

Rogers remains in custody at the Darlington County Detention Center.
