Florence City Council members to propose city smoking ban
If three members of Florence City Council have their way, the smoking lamp will be extinguished in certain areas of the city.
Council members Octavia Williams-Blake and Buddy Brand are sponsoring a bill to regulate smoking. A co-sponsor is Mayor Stephen J. Wukela.
The bill is scheduled to be introduced at the regular Nov. 9 Florence City Council meeting. First reading would be proposed at that time.
“I want the public to know the smoking ordinance is not about people’s right to smoke,” Williams-Blake said, “it’s about protecting employees and the public from the (proven) harmful effects of secondhand smoke.
“I think the public is ready for a smoke-free city. I hope my fellow city council members will not allow absorption in their own personal vices to interfere with what we have been elected as public officials to do, which is protect our constituency.”
Williams-Blake said of the 100 or so people she has spoken with about the ordinance, only one person was against it.
Williams-Blake said the S.C.Supreme Court has upheld all challenges to city smoke-free ordinances, thus validating that it is within Florence City Council’s authority to pass smoke-free ordinances.
Twenty-eight other cities in the state have passed smoke-free ordinances.
“One of my fellow council members said ‘he doesn’t care what they do in other cities,’” Williams-Blake said. “What he fails to realize is Florence is not an island unto itself. We are interrelated with all other citizens of this state and nation.
“Forty percent of South Carolina workers are protected in their workplaces against secondhand smoke. The citizens of the city of Florence deserve no less.”
Among others, the proposed ordinance would prohibit smoking in such enclosed public areas as galleries, libraries, museums, bars, bingo facilities, elevators, convention facilities, conference centers, exhibition halls, educational facilities (public and private), health care facilities, hotel and motel lobbies, licensed childcare and adult daycare facilities, and polling places.
Also, lobbies, hallways, and other common areas in apartment buildings, condominiums, trailer parks, retirement facilities, nursing homes and other multiple-unit residential facilities, private clubs when being used for a function to which the general public is invited, restaurants, restrooms, lobbies, reception areas, hallways and other common-use areas.
Also, public transportation facilities, including buses and taxicabs and ticket, boarding and waiting areas of public transit depots, retail stores, service lines, shopping malls sports arenas and rooms, chambers, places of meeting or public assembly, including school buildings.
The ordinance also includes certain outdoor areas “when the use involves a gathering of the public, regardless of the number actually assembled for the event, performance or competition.”
This would include amphitheaters, ball parks and stadiums when in use for athletic competitions or public performances, parades and special events on public streets and city property (although the city manager has the discretion, but not the obligation, to establish designated smoking areas in or in proximity to the parade or event area), dining areas in encroachment areas on public sidewalks, plazas and parks and dining areas on decks, balconies and patios of restaurants and bars, public places and public sidewalks abutting acute care hospital property lines and zoos.

I went to Victor’s Restaurant last month. By the time I left I remembered WHY I had not been there for a while…its smokey.
Just wondering . Did you go there because , A: The food is good ? B: It’s cheap ? C: CAN or DO you remember ?
You may already have a medical condition , NOT smoke related , and all doctors offices are Smoke Free !
Me , I bent my cars fender , my home , medical and auto. insurance went up , because I dodged a squirrel being chased by a Mockingbird and ran into the smokestack attached to my trailer , in tha’ “traylorpark !“ .

OK! I do understand that the majority of the poplulation in the Pee Dee area is against smoking. I myself am a smoker. I do not subject others to my habit, I do not smoke where there are no smoking signs posted! So when you pool all smokers to that one stereotype, I get a little offended! Another thing, what do you people think most of the communities around this area we built by??? TOBACCO MONEY!!! Do you forget that Mullins has the Golden Leaf Festival And Lake City has the Tobacco Festival??? Tobacco is what this area was built on! Just a little food for thought. So before you go pointing fingers and taking away people’s rights stop and think about where you came from!
Good for you GG. That’s my point. Even if nothing changes, at least your voice was heard. Everyone has their primary issues, and while second-hand smoke is not one of mine, I do have others that I try to make a difference in.

I’ll “lurk” around just so you can vent. Actually, I love and enjoy life, and can find humor in the most unusual places, like with you for example. And if I smoked and drank, I’d light one and pour one in a toast to you, bless your heart:-) If I gave you my address, could you put our differences aside and send me a Xmas card? It’s been almost a whole year since I’ve received one. Please take better care of yourself dear, and also keep your birds and squirrels safe now.
Of course I complained about the smoke.
And the public nuisance will be gone soon if the city council has any guts.
Its great that both local hospitals banned it last year.
me thinks you need a life! Do you spend all day lurking on the net trying to find outlets to vent your hatred for life? Are you that miserable? No family? No happiness? What causes you to be this way? Maybe you need a good smoke and stiff drink - I sure MADD won’t mind as long as it calms your overreating self down. ANd I guess I am willing to lose my precious birds to lung cancer if you decide to step outside and take a puff - you need something. I can’t help but feel sorry for such miserable people…..betcha don’t get many christmas cards.

And then there’s, “needless to say I grunted and left - not gonna buy a house next to a smoke stack”. Whew…that’s saying a mouthful. I enjoyed that part of your comment even more than the part about smokers second-hand smoke giving your squirrels and birds cancer. As a non-smoker, I would like to nominate you as our spokeperson for the cause. Any comments you would care to share about drunk drivers while you’re on a roll? MADD may just be interested in you also. Well, excuse me for now, the chill pill is kicking in.
GG…uhhh…it’s meethinx (and I do). So I understand you correctly. Filling the tummy and finishing the meal was more important to you than yours and your quests health. Hmmm…okay. And if you did complain to the manager, which I seriously doubt, please share that with us as well. Actually, I could care less if you post on here or not. My point with your 1st comment was not to offend you but rather to point out the importance of taking a problem to the the people that can do something about it, rather than preaching to the choir. And yes, smoking is bad, and a nuisance if you have no choice getting away from it.
