School board discusses construction consultant hiring

The hiring of a consultant for construction in the Marlboro County School District was the main topic of discussion during the district’s board of trustees meeting this week.Published: November 7, 2007
Superintendent Alisa Goodman said the administration recommended hiring a consultant for projects totaling $5 million or more.
After some discussion, board secretary Barbara Ohanesian moved that the district hire a consultant for the duration of a construction project that totaled $1 million or more. Her motion failed with a 5-4 vote.
Ohanesian made a second motion that called for the hiring of a construction consultant if a project totaled $1.5 million or more. That motion also failed by a 5-4 vote.
Board member Chuck Barfield moved to accept the superintendent’s recommendation, which passed by a 5-4 vote.
In other business, the board approved first reading of policy section K-General Public Relations and policy section L-Organizational Relations.
The board also received a district facility committee update. The committee will meet Monday to discuss school facility assessment results, roofing estimates, Clio Elementary/Middle School renovations and the Murchison School code analysis.
The committee, made up of community members, will prioritize the facility needs and make recommendations for the board on top priority items and long-range goals in terms of facility improvements.
Every school in the district formed a committee that includes teachers, parents and other community members to conduct a facilities assessment.
Dr. Ken Stevenson, a professor at the University of South Carolina, also is conducting a education facility study for the district.
In another matter, Goodman told the board the district installed portable dehumidifiers at Blenheim Elementary/Middle School because of the school’s moisture problems. She said the air quality has improved and the humidity has significantly decreased.
Goodman also told the board the state Department of Education’s Office of School Facilities has recommended that the district do a code analysis on the Murchison School to determine what renovations or improvements are needed so that the building can be occupied.
The board also received information on historical information on the Murchison School; emergency intruder drills; a regular monthly finance report; the Marlboro County High School Focus Committee; a contracted services proposal; and sidewalks at Clio Elementary/Middle School.
An executive session was held to discuss personnel recommendations. Once in open session, the board approved four resignations and three teacher/principal selections.
