COLUMBIA - Rep. Bakari Sellers, D- Bamberg, introduced legislation during the House pre-file period on Nov. 17 to ban the use of communication devices while driving. This would include cell phones, PDAs, Blackberrys or any other hand-held device that could distract one while driving.
“Using hand-held communication devices while driving can be a serious danger not only to the driver using the device but for passengers of other vehicles as well,” said Sellers. “Too many accidents have occurred and lives lost for this issue to go unaddressed.”
The proposed legislation provides for a 2-point penalty and up to a $125 fine.
Sellers also pre-filed legislation that would increase the maximum age and the minimum weight under which children must be restrained in car-seats. The bill would require that all children age 8 or younger OR under 80 pounds be restrained while riding in an automobile.
That same day, Sellers also filed a bill to repeal the state’s prohibition on scalping.
