A Dillon man was arrested Tuesday after police said he exposed himself to a shopper, Florence Police Maj. Carlos Raines said.

William Cardel Brooks, 35, of 701 Garden Court Apt. F3 is charged with indecent exposure, Florence County Detention Center booking reports show. He was released Wednesday from the jail in Effingham after posting bail.

The incident happened about 4 p.m. at the Lowe’s on David H. McLeod Boulevard. The suspect approached the victim and asked her if she would help him pick out some paint and she agreed, Raines said.

At some point, the victim asked the woman to walk with him toward the bathrooms where he said had more paint colors to show her, Raines said. As they passed the men’s restroom, the suspect jumped inside , then jumped back out with his pants pulled down and his hands inside his boxers.

The woman ran and found a store manager who called police. Officers spotted the suspect outside the store and the victim identified him, Raines said.
