Mullins City Council members approved moving forward with a possible agreement with Johnson Controls Inc.
According to a presentation from Assistant City Administrator Kenny Johnson at this past week’s meeting, upgrading the city’s water meter reading system is a way to make the water and sewer system and department more efficient. City Administrator Pete Rogers said despite a recent increase in rates, revenue for the department remains nearly the same.
A 15-year lease agreement has already been drawn up, Rogers said, adding that Johnson Controls will be paid from the savings from what is budgeted for the meter reading expenses. The arrangement is called a performance contract. It allows the improvements to be paid for while savings are occuring. Preliminary work as already begun and Rogers said assured that there would be no change orders on the contract.
According to the company’s Web site, Johnson Controls helps municipalities and counties upgrade water meter systems and waste water treatment facilities. Johnson and Rogers recommended using the company’s automated meter reading system that they said is more accurate.
In other business, Johnson announced that the city’s recreation department is preparing for its little league baseball and softball season, with opening day set for April 18 at 10 a.m. Council also conducted final reading and approved an ordinance “Adopting the Code of Mullins Providing for Business License Fees.
In new business, the 2009-10 budget ordinance was introduced.
