Rates, fees increase needed to meet Mullins' 2008-09 budget

Incoming City Administrator Pete Rogers presented the proposed 2008-09 budget before Mullins City Council members during a special meeting this past Wednesday. The City of Mullins will have a public hearing on June 5, before adopting an increase on business license fees. The public hearing will also cover an increase in water, sewer and sanitation rates, along with an increase in police fines before the June 12 regular meeting.

“I imagine this is the first time we haven’t had to draw from our water and sewer fund to offset the expenses in our general fund,” Rogers said of the balance budget, adding that nothing has been transferred. During the budget workshop Rogers pointed out the new budget will include a 2.9 percent cost of living increase. Estimated revenue for the budget is $3,870,897. The revenue is an increase of $111,000 compared to the prior year.

The purchase of used vehicles looks as if it will carry the police department for the year, Rogers said, adding there is a need to address the entire fleet. Rogers said there will be an increase for maintenance and the city will look into acquiring park grants to increase funding for the recreation department. Rogers also would like to hire an in-house building inspector, to focus on code enforcement. Rogers says the police fines don’t reflect the increase that the state has put into effect for their fines. He also mentioned that business license revenue has gone up $21,000 based on what the city anticipates from franchise fee collections.
