Fuel surcharge could lead to higher garbage fees in Pamplico

Pamplico residents’ garbage fees might increase so the town can afford the fuel surcharges billed by Waste Management, which collects the town’s trash.

Pamplico Town Council on Monday approved first reading of an ordinance to recover the surcharge from those who receive the garbage collection service, Mayor Gene Gainey said.

Gainey said the surcharges have been steadily rising every month and reached $1,174 for May.

“They’ve been hitting us pretty heavy ... and we couldn’t recoup that,” he said.

The ordinance must pass a second and final reading before taking effect.

Town Administrator Glenn Lane is developing a formula for distributing the additional costs fairly among customers, although the increase in fuel costs will fluctuate monthly, Gainey said.

The council on Monday also approved second and final reading of Florence County’s revised animal control ordinance, which will apply in Pamplico because the county provides animal control services for the town, Gainey said.

The updated ordinance raises fines and adds animal cruelty regulations to the books.

In other business, workers have completed renovations on the new town hall, at the former library on Main Street, Gainey said.

If the building is approved following a Thursday inspection, the town will plan to hold an open house during an upcoming weekend, the mayor said.

The council also is considering allowing on-call town employees to drive their town vehicles home.

Town employees now drive their personal vehicles to work, but maintenance workers and police employees would be able to respond faster by driving their town-issued vehicles instead, Gainey said.

The town’s summer recreation program also began this week. Council members supported buying a liability insurance policy, although some have said the liability could leave the town unable to afford a lawsuit in case of injury to a child or damage to the church playing host to the program.

“My prayers and hope is that the town would be able to get a location that they would be responsible for” rather than holding the program at a church, said councilwoman Cynthia Parks, who is responsible for the town’s parks and recreation.

The program is being held at Pee Dee Baptist Church in Pamplico.
