FMU Board of Trustees approves budget, tuition increase

FLORENCE — Members of the Francis Marion University Board of Trustees unanimously approved the 2008-09 operating budget of $47 million, which included an 8-percent increase in tuition per semester, during its quarterly meeting Friday.
Tuition for full-time in-state undergraduates will be $3,673.50 per semester, which is an increase of $272 from last year’s tuition costs.
Full-time out-of-state undergraduate students will pay $7,347 per semester in tuition.
In-state full-time graduate students will pay $3,773.50 per semester, while out-of-state full-time graduate students will pay $7,547 per semester.
The university’s nursing program tuition will be $5,755.50 per semester, an increase of $427 from last year. Out-of-state nursing students will pay $11,511 per semester.
Hal Campbell, chairman of the financial affairs and facilities committee, said the tuition increase will bring in about $1.8 million in new revenues.
The tuition increase was needed to allow the university to fund its share of the state-mandated 1-percent salary increase, and an additional 2-percent salary increase for faculty and staff, Campbell said.
The revenue also will cover a 3-percent reduction in state appropriations to the university’s base budget.
The budget includes a base state appropriation of $19.3 million, $26.6 million in student fees and $1.3 million in other revenue.
During the meeting, the board also unanimously approved a resolution establishing the Bachelor of Science in social science with a secondary education certification.
Melissa Emery, chairwoman of the academic affairs and accreditation committee, briefly discussed the resolution. The new social science degree program will help increase the number of social studies teachers graduating from the university.
In other business, FMU President Dr. Fred Carter and the board recognized Dr. Kenneth M. Autrey, professor of English, for his service as faculty chairman since 2004, and welcomed D. Keith Best, the new faculty chairman and a theatre professor.
Carter also recognized the board for its leadership.
The board also presented a proclamation to H. Paul Dove, dean of FMU’s Rogers Library, for his 33 years of service to the university.
In addition, the board received reports from the executive affairs, development and alumni, and student affairs and athletics committees.
