Members of the Marlboro County School District Board of Education have approved first reading of the district’s proposed 2008-09 budget totaling $29,976,392, which doesn’t include a millage increase.
Ninety percent of the district’s expenditures are salaries, which includes fringe benefits. Materials and curriculum make up the other 10 percent, with 5 percent being spent for each.
Board chairman John McInnis also said the budget includes items from a list of the district’s needs.
The board previously was asked by district administration to prioritize a list of budget needs for the 2008-09 school year. Some budget needs included science lab upgrades, bus radios and school landscaping.
Other budget highlights include increases in retiree insurance, fringe benefits, gasoline expenses and Education Finance Act (EFA) funds.
Marlboro County is one of the few districts to receive $2.5 million from Tier III of Act 388, the new property-tax relief law.
During the board’s meeting Monday night, Dr. Ken Stevenson, a professor at the University of South Carolina, discussed the district’s educational facility study.
Stevenson, who was recommended by the state Department of Education’s Office of School Facilities, was hired as the district’s facility study consultant in October. He studied all the district’s schools to determine the district’s current and future needs in terms of facilities and technology.
Randall Malichi, the district’s public information officer, said Stevenson discussed information on the decline in student enrollment for the district during a 10-year period and an overview of the condition of the district’s schools.
Also during the meeting, Marlboro County High School Principal Kenneth Bowen provided information on the high school’s senior class and commencement.
The board later approved second reading of policy JLCC-Communicable/Infectious Diseases; architects for roofing projects and renovations; and personnel recommendations including an elementary school position and three district office positions.
The board will have second reading of the budget at 6 p.m. June 9 in the media center of Marlboro County High School.
A public hearing and third reading of the budget is scheduled for 6 p.m. June 16 at the same location.
