Pamplico Town Council approves 2009 budget

PAMPLICOPamplico Town Council has unanimously approved second and final reading of its 2009 budget, which includes $500,000 for Main Street improvements and no millage increases.

The town also has not had to cut any employees during the budgetary process, Town Administrator Glenn Lane said.

Council can amend the budget, which takes effect Jan. 1, if necessary during the year, he said.

The balanced budget is broken down into three funds:

  • General fund — $1.2 million

  • Water fund — $197,255

  • Sewer fund — $172,539

The Main Street median and store front improvements are in the general fund. Pamplico is funding its downtown revitalization with a $443,029 Community Development Block Grant, available through April, from the S.C. Department of Commerce.

The project also has received $36,500 in Florence County infrastructure funds from county councilman Ken Ard. In addition, downtown building owners will contribute at least 10 percent toward the cost of improving store façades, Lane said.

The only expected increase in the town’s water and sewer rates will be a Consumer Price Index increase that will appear on January bills, Lane said. A town ordinance provides for the annual increase, which Lane said he expects will be about 3 percent, although that depends on U.S. Department of Labor data.

Council also voted unanimously after a 30-minute executive session to let town attorney Jimmy Epps handle issues regarding the use of the Pamplico town complex and storage of equipment in the building.

The private group Pamplico Rescue and Ambulance Service Inc. keeps two ambulances and a rescue vehicle at the complex.

Council acted following Epps’ advice in a letter dated Thursday, Mayor Gene Gainey said.

The vote also called for the building’s door locks to be changed to keep equipment secure, but Gainey and Lane said a key to the complex would be available at town hall.

Council also voted to draw up a sublease for the rescue service to use a building owned by Carolinas Medical Alliance. The rescue service has offices in the building, but the town’s contract previously allowed no subleases.

In other business, council re-elected Lucius B. Eaddy as its mayor pro tem for two years and reappointed the council members to continue overseeing the same departments. Eaddy wasn’t present for the votes, but arrived during the executive session.

Council also accepted a $1,561 bid by B&C Fuel Co. of Pamplico for a heater at the town fire department’s Trade Street station. The other bid, from AmeriGas, was $63 higher. Councilman Robert Bostick, owner of B&C Fuel, didn’t vote on the bids.
