Mumford receives second consecutive President's Cup from counties association

Florence County Council vice chairman Waymon Mumford has won the South Carolina Association of Counties’ President’s Cup for the second year in a row.

“I was just honored to receive the cup last year, and I was more honored this year to receive (it),” Mumford said.

The award recognizes Mumford for his service and assistance to the association’s president, who this past year was Florence County Council Chairman K.G. Rusty Smith.

“Tonight’s recipient is a man of great character, a true gentleman whose kindness and gentleness are his trademarks. He has been the most loyal and faithful friend over the years, and I am so happy to have this opportunity to publicly thank him for all he has meant to me,” Smith said when presenting the award, according to a press release.

Mumford, who served as president from 2004 to 2006, received the award during the association’s 41st annual conference at Hilton Head Island.

Last year, Mumford received the award from then-President Belinda Copeland, Darlington County’s treasurer.

“So for the last three years, we had (presidents from) the Pee Dee,” Mumford said. “We were blessed.”

Mumford was elected in 1996 to the Board of Trustees of the association, for which he has served as chairman of several committees. He is currently a board member for the association’s Workers’ Compensation and Property & Liability Trusts, according to a press release.

Before he was elected to Florence County Council in 1994, Mumford worked for 25 years with the Florence Police Department, from which he retired as chief. He is serving his fourth term on council.

He serves as pastor of Central Baptist Church. He and his wife, Senora Davis, have two sons, Raymon and Steve; a daughter, Tena; and nine grandchildren.

Also at this month’s conference, state Sen. Yancey McGill of Kingstree became the ninth person in the association’s 41-year history to receive the Distinguished Service Award.

The award recognizes people who are dedicated to home rule and the improvement of county government, according to a press release.

McGill, who on June 10 won the S.C. Senate District 32 Democratic primary, is expected to begin his sixth term in January.

His first term in elected office began in 1976, when he won a seat on Kingstree Town Council and served until 1979, spending the last two years as mayor pro tem. He was elected to a four-year term as Kingstree’s mayor in 1984.

McGill is a real estate broker and residential homebuilder. He and his wife, Pam McGill, have three children — Lisa, John and Maggie.
